Early Childhood Intervention (ECI) Program
Bay Area Rehabilitation Center has been making disabilities become possibilities in the greater east Houston area since 1948. Initially an organization that provided therapy services for children, the Center began providing outpatient occupational, physical, and speech therapy services to all ages in 1995.
Bay Area Rehabilitation Center has a history of adapting and adding services that both meet our mission and assist you to live your best life. Bay Area Rehabilitation Center was chosen by the readers of The Baytown Sun as the 2016, 2019, 2020, 2021, 2022 and 2023 Reader's Choice Award Winner for Best Physical Therapy (there were no categories for occupational and speech therapy)!
Early Childhood Intervention (ECI) is a statewide program within the Texas Health and Human Services Commission for families with children birth up to age 3, with developmental delays, disabilities or certain medical diagnosis that may impact development. ECI services support families as they learn how to help their children grow and learn. Evaluations to determine ECI eligibility are at no cost to the family.

ECI Services
ECI providers work with the child and family where they live, learn and play. Services are provided in the home and in the community, which could include child care facilities, grocery stores, parks and restaurants. ECI must provide support so your child's services can be provided where he or she lives, learns, and plays. In this way, your child's intervention will help him participate in the same activities that all children enjoy. Other places may be considered if your team determines your child's services cannot be satisfactorily achieved in the natural environment with ECI support. ECI works as a partner with you and your child's primary physician. This partnership will help your child access ongoing health services, which may include routine medical care, accessing specialty care, family support, and educational services. Your ECI service provider will obtain permission to communicate with your physician about your child's services and health status to ensure the best outcomes for your child. For more information visit the Texas Health and Human Services website.
There are many ECI programs throughout the state of Texas. The program that will provide services for you should your child qualify is determined by which zip code area you reside. To learn which program provides services for your zip code area click here.
Other Options
If your child has recently been discharged from an ECI Program, or if you believe your child needs some type of Occupational, Physical, or Speech Therapy services, we want you to remember that you have a choice in how your child receives those services.
Your child may be eligible for services from your local school district. The Texas Education Agency web site can provide you with information about Special Education Services.
Home Health programs provide services in the home. While these are often good alternatives, the therapists are limited in terms of equipment and resources available. As your child grows, the need for specialty equipment and resources also grows. Home Health typically cannot provide everything your child needs.
Bay Area Rehabilitation Center offers total care for the child transitioning out of ECI. The Pediatric Outpatient Program at Bay Area Rehabilitation Center is medically-based to insure your child receives all prescribed services. An extensive pediatric gym along with numerous specialty areas designed for the treatment of children with disabilities are available. Our occupational, physical, and speech therapists specialize in pediatric diagnoses and are trained to work together with your child to provide the most appropriate and effective therapy.
